Revue Relations

Thousands of migrants live without status in Quebec. Their daily lives are haunted by the fear of deportation and marked by abuse, exploitation, and lack of rights. They have to be heroic (think of the "guardian angels" during the pandemic) for someone to be willing to improve their condition, without seeing the brave struggle they wage every day. Their situation is often invisible and is the result of neoliberal and utilitarian migration policies that deprive them of a dignified life and full citizenship, as is the case for so many other people with a precarious migratory status. How can this be explained and who benefits from it? How can we understand this lack of hospitality and equality in our society, despite all the commitments of our states to respect human rights? This issue brief looks at these problems and some of the ways to address them.
